Advice about a guy I gave my number to

I'm a 25 year old civilian Logistics Specialist for the Air Force. I have never had a boyfriend before and I've only been on like 2 dates in my life. So I have like zero dating experience.A few weeks ago, I met this really cute guy who works at my local CVS pharmacy. After going there to pick up a prescription, he told me that I should go to the website for my brand of medication to get a coupon. His advice wound up saving me over $100 on my prescription. So a few days later I came back to the pharmacy and I told him that since he saved me so much money, the least I could do is use some of that money to buy him dinner or a drink sometime. He said yes! He didn't sound particularly enthusiastic, but he didn't sound fake or disinterested; he was just like "Yeah, we could do that". Since I didn't want to keep him from the other customers/doing his job, I had written down my name and number on a notecard beforehand to hand to him in case he was too busy to stop and talk. I wish more than anything that I had asked for his number instead of giving him mine on a piece of paper. Now it has been a little over two weeks and he has not called or texted. I will be going back to that same CVS this weekend (Feb 17th) to refill my prescription and he might be there. What should I say to him? Should I say something as I'm leaving the store like, "And if you ever change your mind about getting dinner/a drink, hit me up." Or should I just move on with my life? If he really liked me, he would have texted, right? What do you guys think I should do?(Sidenote: One of my prescriptions was for a medication often used to treat Bipolar Disorder and Schizophrenia. Sooo, that might be a factor.)TL;DR - I gave my number (on a piece of paper) to a cute pharmacist two weeks ago and he hasn't texted me yet. I will see him again this weekend when I get my refill. What should I say to him? Should I just move on?
