Commenting on cruising attempt?

Quick poll: how okay is it to say say something about a guy cruising you?I walked into a bar, headed to restroom, and saw someone at the urinal giving me the eye and shaking his dick. I made an attempted joke about not having a drink to get to business. If you were the guy, would you have preferred it if I had left without saying anything?
