Meeting new people

Hi. I live in a small town city in the Southwest corner of Missouri, wondering how do I meet new people to talk to in such a small area? I've tried online dating for forever and I've gone to the bars and club that's a good 30 minutes away from me, but there seems to be only a light crowd anywhere I go. Is it nearly impossible to expect someone close? Are there any unique apps I may not have heard of? Thanks in advance
