Boyfriend and I don't have a sex as much. HELP

Hi there. My boyfriend (m19) and I (m21) have been in relationship for almost a year and we truly love each other. When we don't see each other one day, we both end up texting and calling each other on stop. I do think that he is the one for me.The only "problem" that we are having, and I only put it in quotations because he doesn't think it's a problem, is the fact that we haven't really had sex in a month. Every time that I make a move, it seems like he is never in the mood. I confronted him and he said that he loves me very much and it isn't my fault but he is not a full bottom and that he doesn't think that we should have sex all that often because we know that we love each other. He told me that we are going to have sex but he has a lot on his mind because he just got a new apartment.So I was just wondering that if this was normal behavior?
