Is he...or not?

So I'm a bi guy and I have a friend with whom I have been in the same class for 8 years and whom i have never hanged out with before. We dont go to the same schools for 2 years now and we started hanging out lately.. Let's just get to the point.. When we were at some party, I was lying on the bed and he came and lied next to me... He pretended that he was sleeping and then he started to hug and touch my hips, legs, stomach and arms with his legs.. He even asked me "Am I turning you on?" and i said sarcasticly "yeah yeah".. Later, when i went to pee, he opened the bathroom window and watched me through it knowing i was aware of him. He has had a couple of girls but just for a day.. He never fucked any of them tho.. So is he hitting on me or what? I like him but I'm not sure.
