This guy is so hard to read please help...

Real nice looking guy on grindr who lives near me but we have never met. So about a year ago I started up the chat. It was nice but he would always have an excuse not to meet so I figured he wasn't interested. These days he messages me and if I reply he doesn't message back (almost ever). If I ignore him, he bombards me with message after message practically stalking.What the hell is the deal? I'll probably just block him soon but what is up with this and has anyone ever experienced something similar?
