I know gay apps might not be the best to look for friends or chat, but why is it so hard to talk to someone?

So I'm new in town and I'm using mostly Tinder (And a couple of other apps as well) to meet someone.The thing is I match with quite a lot of guys but from there on it doesn't go anywhere.I'm trying to talk to guys and they can barely reply. It's either yes, no, maybe or other short responses.How do you even get to know someone like that? I think I'm putting in all the effort. I'm not ugly or weird and I use all kinds of approaches. Either I say HEY in a normal way or I use witty one liners. The start is good but from there I can't take the conversation anywhere.Another problem is a couple of guys who I do write with and for quite a long time, but they still can't meet. We talk a lot, they suggest a couple of places, I ask if we can meet, they have no time. Then they don't reply for a couple of days and write me again. And repeat.Any help?
